Requested Action
A. MOTION TO MODIFY sole source standardization of FMT Aircraft Gate Support Systems (FMT) or its successor(s) in interest by merger, by operation of law, by purchase, or otherwise, to add purchase and installation of FMT Passenger Loading Bridges (PLBs), including those bridges designated as Mobile Elevating Gangways (MEGs) as well as parts, repairs and modifications to current and future PLBs and MEGs, for the Port Everglades Department.

B. MOTION TO AWARD fixed contract to the most reasonable source, FMT, for FMT Passenger Loading Bridge, Quotation Request No. Q1254213Q1, for the Port Everglades Department, in the total amount of $1,479,735, contingent upon the receipt and approval of the performance and payment guaranty.

Why Action is Necessary
A. In accordance with the Broward County Procurement Code, Section 21.54.c, the Board is required to approve standardization for purchases over the award authority of the Director of Purchasing.

B. In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000. 
What Action Accomplishes
A. Provides for the continuation of FMT Aircraft Gate Support Systems, as the standardized most reasonable source for passenger loading bridge parts, repairs and modifications to current passenger loading bridges. It also reinstates the standardization of FMT as the most reasonable source for purchase and installation of passenger loading bridges, including those bridges designated as Mobile Elevating Gangways, for the Port Everglades Department.

B. Provides one FMT Passenger Loading Bridge for Terminal 4 at Port Everglades.

Summary Explanation/ Background
 THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

Approval of Motion A will modify the standardization to reinstate FMT Aircraft Gate Support Systems, AB, Sweden (FMT) or its successor(s) in interest by merger, by operation of law, by purchase, or otherwise, as the sole source supplier for purchase and installation of passenger loading bridges, including those bridges designated as Mobile Elevating Gangways, for the Port Everglades Department.

On March 28, 2006 (Item No. 14), the Board approved standardization of sole source vendor, FMT Aircraft Gate Support Systems, AB, Sweden (FMT), for future procurement, replacement parts, installation, and repair of current passenger loading bridges for cruise terminals at Port Everglades for the Seaport Construction and Planning Division (Port).

On June 5, 2012 (Item No. 26), the Board approved continuation of FMT Aircraft Gate Support Systems, AB, Sweden (FMT) as the standardized sole source supplier for passenger loading bridge parts, repairs and modifications to current passenger-loading bridges and modified the original standardization to discontinue FMT as the sole source supplier for future purchase and installation of passenger-loading bridges.

Port Everglades experienced a structural failure on a 19-year-old Sterns passenger loading bridge at Cruise Terminal 1 in late March 2014. To meet contractual commitments to the current cruise terminal user, Balearia Bahamas Express, an existing FMT loading bridge was relocated from Cruise Terminal 4 to Cruise Terminal 1. Since a replacement loading bridge is required at Cruise Terminal 4 to meet cruise line expectations associated with the renovation scheduled for completion in November 2014, the Port Director requested a Sole Source Procurement on April 7, 2014 for a replacement loading bridge from FMT. The Purchasing Division supports the Port Everglades Department’s request to designate FMT Passenger Loading Bridges as the only reasonable source/sole brand, and to standardize FMT for future purchases of passenger loading bridges, including those bridges designated as Mobile Elevating Gangways, at Port Everglades given that all other passengers loading bridges at the Port are manufactured by FMT (Exhibit 2).

Approval of Motion B will allow the purchase of one FMT Passenger Loading Bridge to the most reasonable source provider for the Port Everglades Department, in the total amount of $1,479,735, contingent upon the receipt and approval of the performance and payment guaranty.

This procurement carries a 100% performance and payment guaranty. The Purchasing Division has confirmed that FMT has the capacity to obtain the required guaranty.

The Port Everglades Department has reviewed the quote submitted by FMT and concurs with the recommendation for award (Exhibit 3).

The quotation request posted on June 3, 2014 and opened on June 6, 2014; one quote was received with no declinations (Exhibit 1).

The source of funding for this project is the Port Everglades Capital Fund No. 4710-475-6832-6300 in the total amount of $1,479,735.00.
