Summary Explanation/ Background
THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.

On March 18, 2014 (Item No. 27), the Board approved the Request for Proposals (RFP) No. R1223432P1, Third Party Administration of Health Reimbursement, Flexible Spending and Health Savings Accounts. Four firms submitted proposals in response to the RFP.

On June 9, 2014, a Combination Initial and Final Evaluation Meeting was held. The Evaluation Committee determined that two firms were both responsive and responsible to the requirements of the RFP and would proceed to final evaluation, scoring and ranking.

After evaluation and scoring, the Evaluation Committee named Payflex Systems USA, Inc. as the first-ranked firm (Exhibit 1).

The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from June 10, 2014 through June 12, 2014, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.

The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from June 13, 2014 through June 19, 2014, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
