Requested Action
MOTION TO AWARD open-end contract to high bidder, Gilly Vending, Inc., for Vending Machine Services, Bid No. X1210106B1, for the Port Everglades Department, in the estimated three-year revenue amount of $514,283, and authorize the Director of Purchasing to renew the contract for two one-year periods for a five-year potential estimated revenue amount of $857,138. The initial contract period begins on the date of award and will terminate three years from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all contracts exceeding $250,000 per annum or $400,000 in a multi-year period.
What Action Accomplishes
Provides a contract to provide beverage and snack vending machines at various locations throughout the Port Everglades Department, which will result in the County receiving a monthly commission based on sales from each machine.

Summary Explanation/ Background
THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish County Business Enterprise (CBE) goals for this procurement because there are no subcontracting opportunities for CBE contractors (Exhibit 2).

The purpose of this contract is to obtain single-vendor full-service, turn-key vending services at various locations throughout Port Everglades, including furnishing, installing, stocking and maintenance of vending machines. As part of the contract, vending machine selections of snacks offered for all locations should contain no less than 20% of the total selection for healthy options – such as, but not limited to “fat-free”, “reduced fat”, “low calorie”, “low fat”, “baked”, and “sugar free” items.

The County receipts referenced in this agenda item have been rounded to the nearest whole dollar. Vendor payments to County shall be in accordance with the commission identified on the bid sheets. The bid tabulation reflects the actual amount of the award.

The Port Everglades Department has reviewed the bid submitted by the high bidder, Gilly Vending, Inc. (Gilly Vending), and, in accordance with the Basis of Award identified in the Invitation for Bid, concurs with the recommendation for award (Exhibit 3). No vendor performance evaluations are available in Contract Central for Gilly Vending.

The bid posted on April 14, 2014 and opened on April 30, 2014; three bids were received with no declinations (Exhibit 1).

Revenue checks will be issued to the County on a monthly basis for all Port Everglades locations covered by this contract in the estimated three-year amount of $514,283 and the five-year potential estimated amount of $857,138.
