The Office of Economic and Small Business Development established a Disadvantaged Business Enterprise (DBE) participation goal of 16% for this project (Exhibit 2).
The purpose of this Request for Proposals (RFP) is to engage the services of a qualified firm to perform the administration of the Sales Assistance/Conveyance and Release Program for eligible participants in the County’s voluntary residential sound insulation program. Eligible homeowners are those within the 65 day-night level (DNL) as identified in the 2008 Record of Decision and have participated in the voluntary residential sound insulation program or have been deemed program eligible based on indoor acoustical testing.
This solicitation is based on the Federal Aviation Administration recommendation that the County proceed with a new solicitation for the Sales Assistance/Conveyance and Release Program. Pursuant to Federal Aviation Administration regulations and requirements, a Sales Assistance/Conveyance & Release Program & Procedures Manual (Exhibit A of the RFP) has been developed by the County, with the assistance of the following consultants: The Urban Group, Inc., The Jones Payne Group, Inc., and W.D. Schock Co., Inc. This manual is awaiting concurrence by the Federal Aviation Administration to enable the implementation of the Program to commence. The selected firm will implement the program per the approved manual.
The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria, other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Vendors are required to propose the best method to accomplish the specialized services.
Since federal funds will be utilized for this contract, the five-point evaluation criterion for "Location" has been deleted and those five points have been re-assigned to "Project Approach".
