THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION/REAL PROPERTY SECTION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
On February 12, 2008, Item 36 A & B Broward County (County) and the School Board of Broward County (SBBC) entered an exchange agreement wherein the County deeded a five-acre parcel to SBBC and SBBC deeded a 9.855-acre parcel to County.
Subsequently, the SBBC and the City of Deerfield Beach (City) entered a Master Recreation Lease Agreement wherein the SBBC leased the five-acre parcel of land previously owned by the County to the City to develop, operate and maintain a park and community recreational facilities that will also be used by the adjacent Quiet Waters Elementary School.
On June 28, 2011, Item No. 19 the Board of County Commissioners approved a Broward County Challenge Grant Agreement between the County and the City for the development of the Deerfield Athletic Park to include an athletic field, irrigation, fencing, lighting, and walking path. The easement is recommended as it will supply electric power to the athletic field's lighting system. The Property Appraiser's folio numbers affected by the proposed easement are: 4842-04-00-0072 and 4842-04-00-0140. The parcels are located at 4350 Hillsboro Boulevard in the City of Deerfield Beach.
The easement measuring 10 feet wide is L-shaped and extends 158 feet north from an existing Florida Power and Light Company substation located in Quiet Waters Park and 457 feet east along and parallel to Hillsboro Boulevard to a transformer located on the western boundary of the newly developed recreation facility. The City's agreement with SBBC saves the County the construction and maintenance costs of operating the athletic field and other park amenities and retains open space within Quiet Waters Park for recreational activities that are more regional in nature. Additionally, the night lighting of the athletic field will add a level of security to the north side of Quiet Waters Park. Granting the easement to Florida Power and Light Company will benefit the community by providing additional recreation opportunities.
