THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board’s Vision for "Unlimited Economic Opportunities," its Goal to "increase the economic strength and impact of Port Everglades, the Broward County Convention Center and FLL in a sustainable manner balancing economy, environment and community," and its Objective to increase runway capacity through construction of one new 8,000-foot runway at FLL.
The Office of Economic and Small Business Development (OESBD) established a Disadvantaged Business Enterprise (DBE) goal of 25% for this agreement. Atkins North America, Inc. (Atkins) committed to 27.57% DBE participation. To date, Atkins has been paid $20,345,847 and has paid $6,182,460 to DBE firms, for a 30.39% participation.
On April 6, 2010, (Item No. 37), the Board approved the original Agreement for professional design services for the new South Runway at FLL with Atkins in the amount of $18,378,474. Additional information on the history of the Agreement is included in Exhibit 7.
Motion A
This action provides for approval of the Seventh Amendment for additional construction phase support services provided by Atkins for Lead Design Consultant Services for three contracts being utilized for the expansion of the new South Runway. These contracts are Site Preparation and NAVAIDS Infrastructure (NAVAIDS), being performed by Odebrecht-CFE Joint Venture (OCJV); the Design-Build Services for U.S. 1 / FEC RR Structures (Structures), being performed by Tutor Perini Fort Lauderdale-Hollywood Venture (TPFLHV); and the Runway, Crossfield Taxiways and Holdpad Paving, Lighting and Signage (Paving), being performed by Archer Western Construction, LLC (AWC).
Broward County Aviation Department (BCAD) staff determined it would be in the best interest of the new South Runway project to have continued support by Atkins. This is a result of delays in the Structures project, and the re-sequencing and re-phasing of the taxiways in the midfield, as required by Federal Aviation Administration (FAA) Advisory Circular 150/5370-2F, Operational Safety on Airports During Construction. Atkins will provide additional coordination for project compliance with the FAA, Florida Department of Transportation (FDOT) and BCAD. Additionally, Atkins will review geotechnical engineering reports, evaluations, analysis, field testing and data, laboratory testing, and submittals. Due to claims by the Structures contractor, TPFLHV, Atkins will also review potential Change Order documentation and other claims documentation associated with the design and construction of the new South Runway.
The proposed Seventh Amendment is for an increase in Basic Services of $2,537,333, and an increase in Optional Services of $1,042,927, for a total increase of $3,580,260, increasing the total Agreement amount from $23,300,433 to $26,880,693.
Motion B
This proposed Optional Services Work Authorization (WA) No. ATKINS-01-51 is for landscaping and irrigation design services. Final design documents have been received from TPFLHV for the Structures; therefore, necessary scope for the landscaping and irrigation requirements can now be designed, including landscaping after the demolition of the Hilton Hotel. Designs will be completed to meet the requirements of BCAD, FDOT, Broward County Environmental Protection and Growth Management Department (BCEPGMD), and any other regulatory agencies involved with landscape and irrigation construction requirements.
The proposed Optional Services WA is for Lump Sum Labor services in the amount of $3,145, and maximum not-to-exceed Labor services in the amount of $265,451, for a total amount of $268,596.
Motion C
This proposed Second Amendment to Optional Services WA No. ATKINS-04-27 is for ongoing Burrowing Owls assessment and relocation services, which allows for relocation of burrowing owls within the Airfield construction area by a properly licensed environmental specialist. As part of the proposed Second Amendment, time will increase by 638 calendar days for a revised time of 1244 calendar days. This increase in time will allow Burrowing Owl assessment and relocation services to be provided until final completion of the New South Runway.
The proposed Second Amendment to the Optional Services WA is for Lump Sum Labor services in the amount of $7,421, and maximum not-to-exceed Labor services in the amount of $122,371, for a total Second Amendment amount of $129,792, increasing the total WA amount from $145,624 to $275,416.
Motion D
This proposed Optional Services WA No. ATKINS-12-54 is for the design services for Airport Operations Area (AOA) Security Fence Enhancements as requested by the Broward County Fire Marshal’s Bureau (BCFMB), providing BCFMB command control, and response to airport emergencies at FLL. This design will add additional crash gates and electronic monitoring for the new South Runway.
This action provides for approval of the proposed Optional Services WA in the total maximum not-to-exceed Labor services amount of $188,761.
BCAD intends to pursue recovery of all costs associated with the delays from all responsible parties.
The amounts referenced in this agenda have been rounded to the nearest whole dollar. Vendor payments will be based on the maximum amount payable under this Agreement. The Agreement Summary Sheet reflects the actual amount of the award.
These proposed actions are within the overall approved budget for the new South Runway project.
