Summary Explanation/ Background
PUBLIC WORKS DEPARTMENT /HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMENDS APPROVAL

The Bailey Road project widened the roadway from two to four lanes between State Road 7 and NW 64 Avenue/SW 81 Avenue.  The project also included drainage improvements, sidewalks, bike lanes, signalization, lighting, landscape and irrigation.  The construction of the project is complete and the improved roadway has been opened to traffic.

The portion of Bailey Road where the proposed buffer wall will be installed is currently a city road under the jurisdiction of the City of North Lauderdale (City).  However, during the planning and design of the project, the roadway was a county road in unincorporated Broward County.  At that time, affected residents expressed a desire to have a buffer wall installed along the north side of Bailey Road from Rock Island Road to NW 63 Avenue. Subsequently, on September 15, 2003, the City annexed the unincorporated area, including this portion of Bailey Road.  As Bailey Road was a county road during the planning and design phases, the City has formally requested that the County funds 50% of the cost of the buffer wall in accordance with the policies established in the County's Administrative Code. 

Under this agreement, the City will be responsible for the design and construction of an 8-foot-high buffer wall, approximately 3,100 feet in length, located outside of the Bailey Road right-of-way. The County will reimburse the City for 50% of the total estimated project cost of $600,000 or up to a maximum amount of $300,000. Additionally, the City shall be responsible for the maintenance of the wall and associated improvements after it is constructed.

Fiscal Impact/Cost Summary:

The County's cost associated with this agreement is 50% of the estimated project cost up to a maximum of $300,000. Funding is available in the Engineering Capital Project Fund No. 3155-127-7493-6300.
