Requested Action
MOTION TO AUTHORIZE Director of Purchasing to negotiate and execute an amendment to extend the System, Services and License Agreement between Broward County and Semotus, Inc., d/b/a HipLink Software, for an additional five years for ongoing support and maintenance of the HipLink integrated Computer Aided Dispatch (CAD) Paging Service utilized to automatically notify first responders, as well as administrative and Regional 911 Dispatch personnel, of 911 emergency calls for service.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.14.c.6, Board approval is required to extend the Agreement an additional five years.

Continues HipLink integrated Computer Aided Dispatch (CAD) Paging Service for first responders.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE OFFICE OF REGIONAL COMMUNICATIONS AND TECHNOLOGY RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not establish a County Business Enterprise participation goal for this project.

On May 17, 2013, the County and HipLink entered into the System, Services and License Agreement between Broward County and Semotus Inc. DBA HipLink Software for the Purchase and Licensing of Application Software Products. The original procurement commenced in 2012 by the Broward Sheriff’s Office (BSO) and completed by the County’s Office of Regional Communications and Technology (ORCAT) in conjunction with the Purchasing Division after ORCAT and the infrastructure responsibilities of the regional system were transferred from BSO to the County.

On October 24, 2014, the County and HipLink executed the First Amendment to System, Service and License Agreement Between Broward County and Semotus, Inc., dba HipLink Software. This Amendment increased the amount of additional services that County may elect to acquire under the Agreement and to clarify the procedures and authorities for execution of Work Authorizations for such additional services.

The proposed five-year extension has an estimated total cost of approximately $74,931.
