A. MOTION TO APPROVE Change to the job creation schedule for Project RED, a project previously recommended for approval by the Broward County Board of County Commissioners (Board) on June 23, 2015 (Item No. 80) as a qualified applicant for participation in the State of Florida Qualified Targeted Industry Tax Refund Program (“QTI”) with Enterprise Zone Designation pursuant to Section 288.106, Florida Statutes. (Commission District 7)

ACTION:  (T-12:18 PM)  Approved.

VOTE:  9-0.

B. MOTION TO AUTHORIZE County Administrator, or designee, to execute all necessary documents reviewed for legal sufficiency by the Office of the County Attorney, to effectuate this and any future changes to the job creation schedule for Project RED, a project previously recommended for approval by the Broward County Board of County Commissioners (Board) on June 23, 2015 (Item No. 80) as a qualified applicant for participation in the State of Florida Qualified Targeted Industry Tax Refund Program (“QTI”) with Enterprise Zone Designation pursuant to Section 288.106, Florida Statutes.

ACTION:  (T-12:18 PM)  Approved.

VOTE:  9-0.

A. Board approval of economic business development incentive requests and County participation in economic business development incentive programs is required pursuant to Broward County Administrative Code, Section 19.37.1.

B. Board approval is required to authorize the County Administrator, or designee, to execute any request for change to previously approved economic development incentives.

This action responds to the State of Florida Department of Economic Opportunity’s (“DEO”) recent request for approval of a change to the job creation schedule (with no change to the amount of monetary local financial support) for Project RED, a project previously recommended for approval by the Broward County Board of County Commissioners (Board) on June 23, 2015 (Item No. 80) as a qualified applicant for participation in the State of Florida Qualified Targeted Industry Tax Refund Program (“QTI”) with Enterprise Zone Designation pursuant to Section 288.106, Florida Statutes.

B. This action authorizes the County Administrator, or designee, to execute all the necessary documents reviewed for legal sufficiency by the Office of the County Attorney, to effectuate this and any future requested change to the job creation schedule for Project RED.

Project RED was recommended for approval by the Board on June 23, 2015 (Item No. 80) as a qualified applicant for participation in the State of Florida Qualified Targeted Industry Tax Refund Program (“QTI”) with Enterprise Zone Designation pursuant to Section 288.106, Florida Statutes.

THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

The State of Florida Department of Economic Opportunity has requested a change to the job creation schedule previously approved for Project RED, a project previously recommended for approval by the Broward County Board of County Commissioners (Board) on June 23, 2015 (Item No. 80) as a qualified applicant for participation in the State of Florida Qualified Targeted Industry Tax Refund Program (“QTI”) with Enterprise Zone Designation pursuant to Section 288.106, Florida Statutes. The finalized agreement between DEO and Project RED contains a standard option to extend the revised job creation schedule by one year. Project RED has expressed intent to exercise the option. In order for DEO to grant the option to extend the job creation schedule by one year, approval by the Board is required. The Office of Economic and Small Business Development requests that the Board authorize the County Administrator, or designee, to execute all necessary documents reviewed for legal sufficiency by the Office of the County Attorney, to effectuate the requested change to the job creation schedule (with no change to the amount of monetary local financial support) of Project RED.
