A. MOTION TO APPROVE Change to the job creation schedule for Project KIT, a project previously recommended for approval by the Broward County Board of County Commissioners (Board) on June 9, 2015 (Item No. 14) as a qualified applicant for participation in the State of Florida Qualified Targeted Industry Tax Refund Program (“QTI”) and the QTI High Impact Sector Bonus Tax Refund Program. B. MOTION TO AUTHORIZE County Administrator, or designee, to execute all necessary documents reviewed for legal sufficiency by the Office of the County Attorney, to effectuate this and any future changes to the job creation schedule for Project KIT, a project previously recommended for approval by the Broward County Board of County Commissioners (Board) on June 9, 2015 (Item No. 14) as a qualified applicant for participation in the State of Florida Qualified Targeted Industry Tax Refund Program (“QTI”) and the QTI High Impact Sector Bonus Tax Refund Program.

ACTION:  (T-12:18 PM)  Approved.

Why Action is Necessary
A. Board approval of economic business development incentive requests and County participation in economic business development incentive programs is required pursuant to Broward County Administrative Code, Section 19.37.1.
 
B. Board approval is required to authorize the County Administrator, or designee, to execute any request for change to previously approved economic development incentives.
What Action Accomplishes
A. This action responds to the State of Florida Department of Economic Opportunity’s (“DEO”) recent request for approval of a change to the job creation schedule (with no change to the amount of monetary local financial support) for Project KIT, a project previously recommended for approval by the Board on June 9, 2015 (Item No. 14) as a QTI and the QTI High Impact Sector Bonus Tax Refund Program applicant.

B. This action authorizes the County Administrator, or designee, to execute all the necessary documents reviewed for legal sufficiency by the Office of the County Attorney, to effectuate this and any future requested change to the job creation schedule for Project KIT.

Previous Action Taken
Project KIT was recommended for approval by the Board on June 9, 2015 (Item No. 14) as a qualified applicant for participation in QTI and the QTI High Impact Sector Bonus Tax Refund Program.

On February 9, 2016 (Item No. 8), the Board authorized the County Administrator, or designee, to execute all necessary documents approved by the Office of the County Attorney, to effectuate the request to change the job creation schedule for Project KIT.
Summary Explanation/Background
THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

In the course of finalizing the economic business development incentive agreement with respect to Project KIT, a project previously recommended by the Board on June 9, 2015 as a QTI and the QTI High Impact Sector Bonus Tax Refund Program applicant, and pursuant to a request from DEO, the Board, on February 9, 2016 (Item No. 8), authorized the County Administrator, or designee, to execute all necessary documents approved by the Office of the County Attorney, to effectuate the request to change the job creation schedule for Project KIT. The finalized agreement between DEO and Project KIT also contains a standard option to extend the revised job creation schedule by one year. Project KIT has expressed intent to exercise the option. In order for DEO to grant the option to extend the job creation schedule by one year, approval by the Board is required. The Office of Economic and Small Business Development requests that the Board authorize the County Administrator, or designee, to execute all necessary documents reviewed for legal sufficiency by the Office of the County Attorney, to effectuate the requested change to the job creation schedule (with no change to the amount of monetary local financial support) of Project KIT.
