Requested Action
MOTION TO ADOPT Resolution No. 2018-214 directing the County Administrator to publish Notice of a Public Hearing to be held on Tuesday, June 12, 2018 at 10:00 a.m., in Room 422 of the Governmental Center to consider adoption of a proposed Resolution, the title of which is as follows:

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, TRANSMITTING TO DESIGNATED STATE AGENCIES PROPOSED AMENDMENTS TO THE BROWARD COUNTY COMPREHENSIVE PLAN RELATED TO THE BROWARD MUNICIPAL SERVICES DISTRICT; AMENDING THE BROWARD MUNICIPAL SERVICES DISTRICT FUTURE LAND USE MAP; AMENDING COMPREHENSIVE PLAN TEXT RELATED TO THE BROWARD MUNICIPAL SERVICES DISTRICT LAND USE AND COMMUNITY PLANNING ELEMENT, CAPITAL IMPROVEMENTS ELEMENT, CLIMATE CHANGE ELEMENT, COASTAL MANAGEMENT ELEMENT, CONSERVATION ELEMENT, DEEPWATER PORT COMPONENT, HISTORIC PRESERVATION COMPONENT, HOUSING ELEMENT, INTERGOVERNMENTAL COORDINATION ELEMENT, NATURAL DISASTER COMPONENT, PUBLIC SCHOOL FACILITIES ELEMENT, RECREATION AND OPEN SPACE ELEMENT, TRANSPORTATION ELEMENT, WATER MANAGEMENT ELEMENT, ADMINISTRATION ELEMENT, AND URBAN DESIGN ELEMENT; AND PROVIDING FOR AN EFFECTIVE DATE.

Why Action is Necessary
Section 163.3184(11), Florida Statutes, requires Broward County  to publish notice of the public hearings to adopt  comprehensive plan amendments.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT, THE LOCAL PLANNING AGENCY (LPA), AND THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports all the visions and values of the Broward Board of County Commissioners’ Strategic Plan (Fiscal Years 2016-2020, as updated in 2017), in particular the vision of, “A sustainable system of world-class intermodal transportation, infrastructure, quality human services, public safety, affordable housing, recreation, arts and culture, complementing and balancing our natural resources and environment.”

On April 22, 2014, the Board directed the Environmental Protection and Growth Management Department and the Broward County Planning Council to update of the Broward County Land Use Plan and the Broward County Comprehensive Plan. The initiative was branded as BrowardNEXT and included extensive outreach to stakeholders and interested groups. Phase One involved the Broward County Land Use Plan, which was adopted on April 25, 2017. 

This item is for Phase Two, which is the revision and replacement of the Broward County Comprehensive Plan Elements, known as BrowardNEXT 2.0. This update refocuses the Plan on key issues that were identified through extensive outreach to stakeholders and interested groups, including local and regional agencies (as detailed in Exhibit 1). All existing elements, except the Solid Waste Element, including related goals, objectives, policies, maps, and supporting materials, are being deleted and replaced. A revised Solid Waste Element will be transmitted following completion of a countywide Solid Waste and Recycling study, at a later date. (See Attachments A-1 through A-15 to Exhibit 3 - Resolution for Transmittal.)

Changes include: a new Broward Municipal Services District (BMSD) Land Use and Community Planning Element that replaces the future land use element; a new Water Management Element that replaces the Potable Water, Sanitary Sewer, and Drainage and Natural Aquifer Groundwater Recharge elements; and a new Historic Preservation Component is being added to the Conservation Element. The Administration and Urban Design elements are being deleted and relevant policies incorporated into other elements. All elements were updated to reflect new trends, conditions and needs; focus on Board priorities and implementation; eliminate duplicative policies; and deliver a more user and mobile device friendly format to make the Comprehensive Plan more accessible to the public. 
 
The County Local Planning Agency (LPA) held a public hearing on the proposed amendments to the Broward County Comprehensive Plan on April 9, 2018 and voted to find the proposed text amendments (18-T2 - 18-T15 to the Broward County Comprehensive Plan and amendment 18-M1 to the Broward Municipal Services District Future Land Use Map) internally consistent with each of the elements of the Broward County Comprehensive Plan and also  consistent with the BrowardNEXT 2017 Broward County Land Use Plan, the Strategic Regional Policy Plan for South Florida, and the State Comprehensive Plan. Adoption of these amendments will have the effect of repealing the “1989 Broward County Comprehensive Plan,” excluding the “1989 Land Use Plan,” which has already been repealed, and replacing it with the newly adopted content.

Fiscal Impact/Cost Summary:
Policies in this long-range Comprehensive Plan will be implemented through existing programs and staff resources, or by the addition of new projects to the annual capital and operating budgets in future years. Exhibit 3 Attachment A-3 includes the Capital Budget for Fiscal Year 2018 as previously approved by the Board.
