MOTION TO AWARD open-end contract to low bidder, United HVAC Services, Inc., a certified Small Business Enterprise, for the Supply of Refrigerant, Bid No.  V2114715B1, for Broward County Transit, in the annual estimated amount of $287,176, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $861,528. The initial contract period shall begin upon date of execution and terminate one year from that date.

ACTION:  (T-12:18 PM)  Approved.

VOTE:  9-0.

In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Provides for an open-end contract to purchase refrigerant.

None.

The Office of Economic and Small Business Development (OESBD) designated this project as a reserved project for certified Small Business Enterprises (SBE). The OESBD has reviewed the bid and determined that United HVAC Services, Inc. meet the eligibility criteria of the SBE Reserve Program (Exhibit 2).

The purpose of this contract is to furnish all labor, materials, equipment and services required to supply refrigerant for Broward County Transit.

The Transit Division reviewed the bid submitted by United HVAC Services, Inc. and concurs with the recommendation for award (Exhibit 3). No performance evaluations have been completed for United HVAC Services, Inc.

The purchasing agent has researched the prices submitted by the recommended bidder, United HVAC Service, Inc., and has determined that the prices submitted are fair, reasonable and aligned with market analysis for the industry (Exhibit 4).

Incumbent: Airgas Refrigerants, Inc. Contract Title: Supply of Refrigerant, Contract No. V1195102B2. Contract Term: October 17, 2014 to January 16, 2018. Expenditures to date: $139,701. Interim Contract No. V1195102X1 with Airgas Refrigerants, Inc. in the amount of $39,818, was approved by the Director of Purchasing utilizing the same pricing, terms and conditions of Bid No. V1195102B2, in order to provide the referenced services until the date of award of a formal replacement contract.

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.

There was no protest or appeal filed regarding this procurement.

The bid posted on November 14, 2017 and opened on December 8, 2017; five bids were received, including one partial bid, with no declinations.
