THE LIBRARIES DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The State Aid to Libraries Grant Program is administered by the State of Florida and is awarded to qualifying governing bodies throughout the State pursuant to Florida Statutes Chapter 257 and the Florida Administrative Code Chapter IB-2.001, for the purpose of operating and maintaining libraries. The Libraries Division has received State Aid funds since 1974.
On August 27, 2013 Agenda Item No. 11, the Board of County Commissioners approved the State Aid to Libraries Grant Agreement and it was fully executed by the State on February 10, 2014. Historically, the State has provided grant awards in two payments to the County. Amendment Number 1 modifies the payment schedule to reflect a single payment to the County. Additionally, the Amendment modifies Section I.a of the Agreement by eliminating County requirements to produce two deliverables: submission of a certification of funds expended for library operations and submission of a copy of the County's annual audit. These deliverables are replaced in their entirety with the requirement that the County have at least one library open 40 hours or more each week.
Amendment Number 1 to the State Aid to Libraries Grant Agreement is a State form; the State declined to include formatting revisions as recommended by the Office of the County Attorney. The Office of the County Attorney and Risk Management have reviewed and approved Amendment Number 1 as to form. |
