MOTION TO DIRECT Office of the County Attorney to draft an Ordinance amending various subsections of Chapters 2 and 8½ of the Broward County Code of Ordinances to update regulations regarding operations on the Movement and Non-Movement areas at the Fort Lauderdale-Hollywood International and North Perry Airports; and amend the schedule of civil penalties.

Summary Explanation/ Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This action directs the Office of the County Attorney to update Chapters 2 and 8½ in the Broward County Code of Ordinances (Code) to reflect current operations and requirements at FLL and HWO and to amend the schedule of civil penalties.

Chapter 2 of the Code defines the regulations pertaining to aircraft operations and security at FLL and HWO. These procedures need updating to reflect changes to the airfield and present operational requirements at FLL. Additionally, fines for safety and security violations included in Chapter 8½ need to be updated or added to coincide with the regulations as stated in Chapter 2.

Some of the proposed changes include:
• Addition of definitions in Chapter 2, Section 2-2.
• Updates to procedures for aircraft and terminal ramp operations in Chapter 2, Section 2-21.
• Addition of fines for violations in various subsections of Chapter 8½, Section 16 to coincide with regulations in Chapter 2.

This action will result in a draft Ordinance to incorporate the above mentioned changes to various subsections in Chapters 2 and 8½ of the Code. It is anticipated that the Board will review the proposed Ordinance in June 2014.
