Requested Action
MOTION TO AWARD open-end contract to low bidder, Gloval Inc., for Armored Car Pickup and Deposit Services, Bid No. C1218502B1, for the Records, Taxes and Treasury Division in the estimated two-year amount of $587,990, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a four-year potential estimated amount of $1,175,980. The initial contract period begins on June 26, 2014 and terminates two years from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Provides armored car pickup and bank deposit services of cash, checks and other securities for the Records, Taxes and Treasury Division and various other Broward County agencies.

Summary Explanation/ Background
THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/RECORDS, TAXES AND TREASURY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) exempted this procurement from the Sheltered Market because there are no certified Small Business Enterprises available to provide these products and services. OESBD did not assign County Business Enterprise (CBE) goals for this procurement because there are no subcontracting opportunities for CBE contractors (Exhibit 2).

The purpose of this contract is to provide armored car pickup and bank deposit services of cash, checks and other securities for the Records, Taxes and Treasury Division and various other Broward County agencies (such as Libraries and Parks and Recreation divisions). The County retains armed couriers to ensure secure cash in transit services from various County locations to the assigned County depository bank.

In accordance with the Living Wage Ordinance 2008-45, as amended, Section 26-101(f)(4), this contract is subject to living wage as a security service contract. The vendor recommended for award, Gloval Inc., has committed to comply with the requirements of the Living Wage Ordinance for the duration of the contract.

The Records, Taxes and Treasury Division has reviewed the bid submitted by the low bidder, Gloval Inc., and concurs with the recommendation for award (Exhibit 3). One performance evaluation has been completed for Gloval Inc.; the firm has an overall rating of 3.03 out of a possible rating of 5.0. A copy of the vendor performance evaluation is available upon request.

The previous Contract Nos. J1022706B1 and J1005202B2 were for similar scopes of services with Gloval Inc. and Dunbar Armored, Inc. (respectively). Three-year expenditures for Contract No. J1022706B1 to date total approximately $192,957, and is due to expire on June 26, 2014. Expenditures for Contract No. J1005202B2 from May 27, 2012, to date total approximately $153,804.

There was no protest or appeal filed regarding this procurement.

The amounts referenced in this agenda item have been rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount per vehicle leased. The bid tabulation reflects the actual amount of the award.

The bid posted on March 5, 2014 and opened on March 12, 2014; four bids were received with one declination (Exhibit 1).

Each requirement processed against this open-end contract in the annual estimated two year amount of $587,990, and the four-year potential estimated amount of $1,175,980, will be funded by the appropriate funding sources at the time of release.
