THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) designated this project as a reserved project for the Sheltered Market Program. The OESBD has reviewed the bid and determined that Trashco, LLC meets the Small Business Enterprise eligibility criteria (Exhibit 2).
The purpose of this contract is to provide pressure washing of the sidewalks in front of the Terminals and the Rental Car Center at the Fort Lauderdale-Hollywood International Airport. This contract was bid previously as a reserved project for the Sheltered Market Program. The Director of Purchasing determined that pricing offered by responding vendors was not fair and reasonable, and with the concurrence of the OESBD, directed that the solicitation remain a reserved project for the Sheltered Market Program.
The Aviation Department has reviewed the bid submitted by Trashco, LLC and concurs with the recommendation for award (Exhibit 3). The Aviation Department inspected the equipment that Trashco, LLC intends to use to perform the contract and found that it meets or exceeds contract specifications. No vendor performance evaluations have been completed for Trashco, LLC.
In accordance with the Living Wage Ordinance, No. 2008-45, as amended, Section 26-101 (f), these services are subject to the Living Wage. Trashco, LLC has committed to pay its workers at least the minimum requirements of the Living Wage Ordinance for the duration of this contract.
The amounts referenced in this agenda have been rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
The Director of Purchasing has determined the apparent low bidders, Arango's Development, LLC and Kita Corporation, to be non-responsive, based on the findings of the OESBD that the bidders were non-compliant with the Sheltered Market requirements of the bid. The pricing submitted by Trashco, LLC is comparable to what the Aviation Department was paying for pressure washing services under the previous contract.
