THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
These actions support the Commission Vision of a "Social Safety Net: An accessible collaborative approach to health and human services", and the goal to "coordinate and maintain quality accessible health and human services in collaboration with public and private partners", through the “support of a delivery system that promotes self-sufficiency and well being” by providing treatment, shelter, and supportive services to additional Broward County residents using available Fiscal Year 2014 funds.
On August 27, 2013 (Item No. 38), the Board approved appropriations and disbursements for Fiscal Year 2014 agreements with nonprofit organizations (NPOs) and governmental entities for provision of various human services for children. Achievement and Rehabilitation Centers Inc., Broward Children’s Center, Inc., Center for Hearing and Communication, Inc., Covenant House Florida, Inc., Harmony Development Center, Inc., and South Broward Hospital District d/b/a Memorial Healthcare System were among the approved NPOs and Governmental Entities.
Since then, contract utilization patterns and client demand demonstrate a need for increased service capacity, and the Community Partnerships Division and the Children’s Services Board (CSB) recommend reallocating funds from underutilized agreements to meet that need. The specific agreements to be increased and the proposed amounts are identified in Exhibit 1a; the CSB recommendation is attached as Exhibit 2. Funding was reallocated from the following behavioral health or substance abuse contracts due to underutilization: Camelot, Family Central, Henderson, Kids in Distress and The Starting Place.
All of the recommended agencies are meeting contracted outcomes and performance measures.
