MOTION TO ADOPT Resolution No. 2014-263 authorizing the conveyance to the City of Fort Lauderdale by Right-of-Way Deed pursuant to Florida Statutes, Chapter 335.0415 a 20-foot triangular-shaped corner chord lying at the southeast corner of Parcel A of the Coca-Cola Subdivision Plat located at 612-644 South Andrews Avenue in the City of Fort Lauderdale being the site of the new Courthouse parking garage; authorize the Mayor and Clerk to execute deed and recordation of same. (Commission District 7)

Why Action is Necessary
Board of County Commissioners' approval is required to convey local roads to municipalities pursuant to Florida Statutes, Section 335.0415(3), and to approve a deed to transfer property pursuant to Broward County Administrative Code, Section 6.23.
What Action Accomplishes
The City of Fort Lauderdale's Development Review Committee Comment Report on the new Courthouse Parking Garage requires the County to provide a right-of-way corner chord to the City prior to the issuance of a certificate of occupancy.

Summary Explanation/ Background
THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION/REAL PROPERTY SECTION AND CONSTRUCTION MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The new Courthouse Parking Garage is currently under construction at the northeast corner of South Andrews Avenue and SE 7th Street in Fort Lauderdale and is identified by folio number 5042-10-80-0010. The City of Fort Lauderdale's Development Review Committee Comment Report for the construction of the parking garage dated January 10, 2012 requires that a 20-foot triangular corner chord be dedicated to the City at the intersection of SE 1st Avenue and SE 7th Street prior to the issuance of a certificate of occupancy. Corner chords are used to improve sight distance and visibility to the driver. Corner sight provides an adequate time for the waiting user to either cross all lanes of through traffic, cross the near lanes and turn left, or turn right, without requiring through traffic to radically alter their speed.

Upon construction completion, the new parking garage will provide 1,025 vehicle parking spaces, 1,500 square feet of retail space, and 12,000 square feet of office space which will be occupied by the Guardian ad Litem Program.

Fiscal Impact/Cost Summary:
There is no fiscal impact associated with transferring this corner chord to the City of Fort Lauderdale. Transferring this land out of County ownership relieves the County of potential liability and maintenance costs.
