THE HUMAN SERVICES DEPARTMENT AND COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
These actions support the Commission vision of a "Social Safety Net: An Accessible Collaborative Approach to Health and Human Services," and the goal to "Coordinate and maintain quality accessible health and human services in collaboration with public and private partners," through collaboration with the State of Florida Department of Health (DOH) for the delivery of child abuse assessment services.
Since 1989, DOH has provided funding to Broward County to administer the Child Protection (CPT) program at the Nancy J. Cotterman Center (NJCC). Under the Agreement, the Broward County CPT reviews every child abuse allegation from Broward County received by the Department of Children and Families and provides statutorily mandated services.
On December 17 and 18, 2011, a Request for Letters of Interest (RLI) was advertised for responses from eligible, licensed health care professionals or entities employing eligible, licensed health care professionals. The RLI utilized the procedure established for Human Services Department in the Broward County Administrative Code, Section 23.2.c. The RLI resulted in one successful proposal from Dr. Jason Schulman. On June 11, 2012, the Community Partnerships Division (CPD) secured the current Agreement (Exhibit 2) with Dr. Schulman for the provision of direct medical services to clients at NJCC through the Purchasing Director. The maximum estimated amount of the Agreement was $66,000 per term, for a total two-year maximum estimated Agreement amount of $132,000. The Agreement term is from July 1, 2012 to June 30, 2013, with one one-year option to renew. In accordance with Broward County Procurement Code Section 21.31, the Director of Purchasing executed the agreement.
This is a highly specialized medical provider who has met all performance outcomes to date. The outcomes are stipulated by DOH (funder) and will remain the same (Exhibit 4) for the first amendment and subsequent option periods.
In order to ensure continuity of critical and specialized forensic medical services the CPD seeks to extend the current agreement from July 1 2014, through June 30, 2017 (Exhibit 3). The First Amendment has been reviewed and approved as to form by the Office of the County Attorney and Risk Management. Dr. Schulman certified compliance with the County’s Equal Employment Opportunity, American with Disabilities Act of 1990, and Client Non-Discrimination policies, and with all applicable federal, state, and local laws and regulations. |
