Summary Explanation/ Background
THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development has determined that no CBE goal is applicable to this project pursuant to Section 1-81.3(d) of the County Business Enterprise Act of 2012 (Exhibit 2).

The purpose of the solicitation is to engage the services of a qualified firm to provide Personal Income Protection Plans (PIP) to employees and eligible dependents. Currently PIP plans are with AFLAC. In the event AFLAC would no longer be offered, employees will be able to maintain their coverage directly with AFLAC, for the same premium that they are paying through payroll deduction. The Request for Proposals (RFP) seeks an initial contract period not to exceed three years, beginning on January 1, 2015, with two one-year renewals.

The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services, with price being weighed against other factors.

Fiscal Impact
Fiscal Impact/Cost Summary:
There is no fiscal impact for Personal Income Protection Plans as premiums are paid in entirety by members who choose to participate in these benefits.
