Summary Explanation/ Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development established a County Business Enterprise participation goal of 17% for this project (Exhibit 2).

This is a Consultants’ Competitive Negotiation Act (CCNA) solicitation to engage a qualified firm to provide engineering services to support in-house design of potable water storage tank systems located in the Water and Wastewater Services' areas within Broward County. The project is a grouping of substantially similar construction, rehabilitation, or renovation activities separated into three Service Area Districts presently planned and budgeted and identified as follows: District 1 – Project 1A-2 and 1B-1, Remote Ground Storage Facility; District 2 – Project 2A WTP, Ground Storage Tank; and District 3 – Project 3A, Remote Ground Storage Facility. This project will require coordination between multiple engineering disciplines that will include design and related engineering reports, permits, support to the utility related to codes and regulation, preparation of construction contract documents and  engineering services during the construction of potable water storage tanks and related pumping systems.

The Request for Proposals (RFP) method of procurement was selected for this project to best serve the County with additional evaluation criteria. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP (Exhibit 1).

Funding for each requirement will be obtained by the appropriate source at the time of release in the estimated project amount of $3,350,000.
