THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.
On November 5, 2013 (Item No. 37), the Board approved the Request for Proposals (RFP) No. R1171027P1, Engineering and Design Services Southport Phase IX Container Yard. Five firms submitted proposals in response to the RFP.
The purpose of the solicitation is to engage the services of a qualified firm to provide Professional Engineering Services for the purpose of design, permitting and construction contract administration associated with the development of a new container yard. This container yard is integral to the expansion of Port Everglades’ Southport Turning Notch, which is currently in development.
On March 27, 2014 an Initial Evaluation Meeting was held. The Evaluation Committee determined that all 5 of the firms were both responsive and responsible to the requirements of the RFP.
On April 14, 2014, a Final Evaluation Meeting was held. After presentations, evaluation and scoring, the Evaluation Committee named BEA Architects, Inc. as the first-ranked firm (Exhibit 1).
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from April 15, 2014 through April 17, 2014, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from April 18, 2014 through April 24, 2014 which provides an opportunity for any aggrieved proposer to file a formal protest.
