MOTION TO AWARD open-end contract to low responsive, responsible bidder, Altec Industries Inc., Option B, for Platform Lift Trucks for the Traffic Engineering Division, in the estimated annual amount of $928,569. The contract period begins on date of award and terminates one year from that date.

In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum.

Summary Explanation/ Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not assign County Business Enterprise (CBE) goals for this procurement because there are no subcontracting opportunities for CBE firms (Exhibit 2).

The purpose of this contract is to provide six fully-equipped aerial platform lift trucks for the Traffic Engineering Division (Traffic Engineering). This contract will allow Traffic Engineering to replace aerial platform lift trucks that have been removed from the fleet due to age. Traffic Engineering requires at least 26 fully-equipped aerial platform trucks to maintain the County’s traffic signal system.

Traffic Engineering currently has 20 aerial platform trucks in service. Approximately thirteen of those trucks are more than 13 years old and have experienced excessive down time due to repairs and maintenance. As a result of the reduced size of the fleet and down time, Traffic Engineering's current fleet of platform lift trucks is required to operate up to 20 hours a day. 

Traffic Engineering reviewed the bid submitted by Altec Industries Inc. and concurs with the recommendation to award (Exhibit 3). There are no vendor evaluations for Altec Industries Inc.

The Director of Purchasing has determined that the low bid submitted by Altec Industries Inc., Option A, to be non-compliant with the specification requirement 5.6 (which required bidders to supply trucks with a minimum 70-gallon fuel tank). A 70-gallon fuel tank is required in order to allow the platform lift trucks to operate for extended time periods during emergency recovery operations. The low responsive, responsible bidder offered an alternate bid in the form of Option B, which met this requirement. 

There was no protest or appeal filed regarding this procurement.

The bid posted on October 8, 2013 and opened on January 8, 2014; five bids were received from two vendors. There were no declinations (Exhibit 1).

The amounts referenced in this agenda item have been rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
