Summary Explanation/ Background
On March 11, 2014, the Board of County Commissioners enacted Resolution 2014-073, which made several changes to the HIP Advisory Board, including renaming the board the "Homeless Continuum of Care Board" (HCB) and changing the board's membership composition. The HCB's new composition includes 27 voting members from various categories and two nonvoting ex-officio members, one from the Central Homeless Assistance Center and one from the either the North or South Homeless Assistance Center.    

This item provides the categorical draw for the 27 voting members of the HCB for which the categories are as follows:
  • One Broward County Housing Council representative;
  • One Public Housing Authority Board representative from one of the following: Broward County Housing Authority, Fort Lauderdale Housing Authority, or Hollywood Housing Authority (rotates annually to ensure full representation);
  • One Hospital District representative (rotates annually between the North and South Hospital Districts to ensure full representation)
  • One United Way representative;
  • Three corrections or law enforcement representatives: one from Broward Sheriff’s Office, one from City of Ft. Lauderdale Police Department, and one from City of Hollywood Police Department;
  • One Broward County Commissioner;
  • One domestic violence service representative;
  • Three elected officials or designees from one of the municipalities that receive HUD CDBG funds – such municipalities shall be referred to as “entitlement communities” (rotates between the 15 entitlement communities annually to ensure full representation);
  • Two officials, the Chairperson and Vice Chairperson, from the Homeless Provider and Stakeholders’ Council;
  • Four advocates for the homeless;
  • Two persons who is currently homeless or has formerly experienced homelessness;
  • One Chamber of Commerce representative from one of the following: Ft. Lauderdale, Hollywood, or Pompano Beach Chamber of Commerce as nominated by its Board of Directors (rotates annually between the three chambers to ensure full representation);
  • One CareerSource Broward or successor entity representative;
  • One Broward Behavioral Health Coalition representative;
  • One U.S. Department Veterans Affairs representative;
  • One faith-based organization representative;
  • One HUD Emergency Solutions Grant recipient; and
  • One School Board of Broward County representative.
For these categories, Commissioners will draw three "positions" out of the envelope containing slips of paper that will indicate the category, current appointee's name (where applicable), appointing commissioner (where applicable), date the current appointee's term expires (if applicable) or simply "Vacant." Each commissioner will write his or her name on the slips drawn to assign the position to the appropriate Commission District. After the draw is concluded, staff will prepare and deliver a chart containing the final results of the categorical draw. Consistent with the Commission's policy, categories drawn by each Commissioner will be permanently assigned to the Commission District for future appointments until the Commission holds a new categorical draw for the HCB. 

Once categories are selected, appointments to fill those positions will be handled in the same manner as other board appointments. A separate agenda item will be brought by the Human Services Department to appoint the two ex-officio members from the Homeless Assistance Centers.
