Requested Action
MOTION TO AWARD open-end contract to low bidder, Acolite & Claude United Sign Company, Inc., for Electronic Sign Repair and Maintenance, Bid No. X1216501B2, for the Port Everglades Department and various other agencies, in the estimated annual amount of $197,550, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $592,650. The initial contract begins on the date of award and terminates one year from that date.

VOTE: 8-0. Commissioner Jacobs was not present.
Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period.

Summary Explanation/ Background
THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT/OPERATIONS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The original project under solicitation X1097601B1, Electronic Sign Repair and Maintenance included the scope of work for the vendor to supply parts and repair service but was withdrawn by the Board on June 11, 2013 for further analysis under Agenda Item No. 49. The recommended vendor at that time was non-compliant with the Broward County Domestic Partnership requirements. Prior solicitation X1182218Q1, Electronic Sign Parts, was awarded by Purchasing on December 4, 2013 for parts only. All concerns for this current project regarding Domestic Partnership requirements have been addressed, as the current vendor is compliant with the Domestic Partnership requirements.

This project was initially bid to the Sheltered Market; there was no vendor response to the bid. The Office of Economic and Small Business Development has determined that there are no subcontracting opportunities for this project and therefore, did not establish County Business Enterprise goals.
 
The purpose for this contract is to provide labor and equipment for the repair and maintenance of electronic signs located throughout Port Everglades.
 
The Contractor will provide a minimum of two personnel, a platform lift truck and all equipment necessary to install new parts, repair and maintain existing electronic signs throughout Port Everglades. These electronic signs display pertinent information to cruise passengers and tenants of Port Everglades. The Port Everglades Department will provide new replacement sign parts. Currently Port Everglades handles sign repairs internally.

In accordance with the Living Wage Ordinance, No. 2008-45, as amended, Section 26-101 (f), these services are subject to the Living Wage. Acolite & Claude United Sign Company, Inc. has committed to pay its workers at least the minimum requirements of the Living Wage Ordinance for the duration of this contract.

There was no protest or appeal filed regarding this procurement.

The Operations Division has reviewed the bid submitted by the low bidder, Acolite & Claude United Sign Company, Inc., and concurs with the recommendation for award (Exhibit 2).

There is no current contract for this project.
 
The bid posted on February 25, 2014 and opened on March 12, 2014. Two bids were received with no declinations (Exhibit 1).

Each requirement processed against this open-end contract, in the annual estimated amount of $197,550 and the three-year potential estimated amount of $592,650, will be funded by the appropriate source at the time of release.
