Requested Action
MOTION TO ADOPT Resolution No. 2014-252 of the Board of County Commissioners of Broward County, Florida, amending Broward County's Five Year Strategic Consolidated Action Plan for fiscal Years 2010-2014 and the accompanying Annual Action Plan for Fiscal Year 2010-2011 for the U.S. Department of Housing and Urban Development (HUD) Neighborhood Stabilization Plan 3 (NSP3) funded projects, programming and allocating $570,000 in NSP3 program income; authorizing County Administrator to take the necessary administrative actions to implement the changes, including executing an amendment to an agreement as provided for in the Resolution; and providing for severability and an effective date.

Why Action is Necessary
Board action is required to amend the Five Year Strategic Consolidated Plan and Annual Action Plan. Under federal regulations, the County must amend its Annual Action Plan when funds are programmed.
What Action Accomplishes
Approves changes to the current HUD-approved Five Year Strategic Consolidated Action Plan and accompanying Annual Action Plan made necessary by the programming of NSP3 program income. Grants authority to the County Administrator to amend the County's NSP3 agreement with Broward Alliance for Neighborhood Development, Inc. (BAND) to increase the amount of funding by utilizing program income.

Summary Explanation/ Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY DEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
 
On June 28, 2011, the County executed an agreement with Broward Alliance for Neighborhood Development, Inc. (BAND) in the amount of $3,411,798 utilizing NSP3 funds to provide for single-family housing acquisition, rehabilitation and resale of foreclosed or abandoned residential housing units to income eligible households. On January 29, 2014, this agreement was amended to provide additional funding of $750,000 in NSP3 program income, bringing total funding to $4,161,798. To date, BAND has obligated the entire $4,161,798 for acquisition and rehabilitation of a total of 24 foreclosed or abandoned homes.

This Amendment to the Agreement will allow BAND to use an additional $570,000 of NSP3 program income for continued rehabilitation of existing single-family units.
 
Attachment 1 to Exhibit 1 provides a summary of the proposed changes to the NSP3 Action Plan, including the amount and source of funding.
