THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 24% for this contract. Advanced Roofing, Inc. has committed to 24% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 2).
This contract provides for roof repair, replacement and related services at Port Everglades and various locations throughout Broward County on an as-needed basis.
This procurement carries a performance and payment guaranty in the amount of $200,000 with the provision that in the event that any one project or any simultaneously combined projects exceeds $200,000, additional bond(s) to total 100% of said project(s) will be required for the initial contract period. The Purchasing Division has confirmed that Advanced Roofing, Inc. has the capacity to obtain the required guaranty.
The allowance items included in this contract, in the total annual estimated amount of $6,000, are for project-specific requirements for parts on a pass-thru and permits. Expenditures under these allowance items must be approved by the Contract Administrator and will be reimbursed at the contractor's actual incurred cost, without mark-up (Exhibit 1: Lines 63 and 64).
Local Preference (Broward County, Code of Ordinances, Section 1-74, et. seq.) was applicable to this bid. Pursuant to the Local Preference, if the low bidder is a non-local business and the bids submitted by one or more locally headquartered businesses is within 15% of the price submitted by the non-local business, each of the responsive, responsible businesses shall have an opportunity to submit a best and final bid equal to or lower than the amount of the bid previously submitted by the non-local business.
During the Best and Final Offer (BAFO) process, it was determined that the low bidder, Atlas Apex Roofing, LLC was not a local or locally-headquartered business; the firm's County business tax receipt was issued less than one year prior to the bid opening date. The bid submitted by responsive, responsible locally-headquartered bidder Advanced Roofing, Inc., was within 15% of the total bid price submitted by Atlas Apex Roofing, LLC, the non-local business. After application of the BAFO process, Advanced Roofing, Inc. was determined to be the low bidder with a resulting reduction of $10,100 in total contract price.
The Port Everglades Department has reviewed the bid submitted by Advanced Roofing, Inc. and concurs with the recommendation for award (Exhibit 3). Nine vendor performance evaluations have been completed for Advanced Roofing, Inc.; they have an overall rating of 4.46 out of a possible rating of 5.0. A copy of the vendor performance evaluation(s) is available upon request.
The previous Contract No. X0811508B1 was for a similar scope of services with the recommended vendor, Advanced Roofing, Inc., with total expenditures of approximately $1,756,934.
There was no protest or appeal filed regarding this procurement.
