Summary Explanation/ Background
THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL.

The purpose of this solicitation is to engage the services of a qualified firm to engineer, furnish, install, and maintain a UHF 400 MHz digital trunking radio system for local government users. This radio system will be used for local government non public safety users such as Broward County School Board, Parks and Recreation, and other non public safety local government agencies. The system will mitigate radio traffic overload on the existing 800 MHz Radio System which will only be used for Public Safety Communications (Police and Fire). This new local government radio system is a cost-effective, efficient, and commercial-grade solution that will reduce the number of busy signals on the existing public safety radio system.

On August 13, 2013 (Item No. 83), the Board approved the Request for Proposals (RFP) No. R1147317P1, Local Government UHF Trunking 400 MHz Radio System. Three firms submitted proposals in response to the RFP.

On January 13, 2014, an Initial Evaluation Meeting was held. The Evaluation Committee determined that one firm was both responsive and responsible to the requirements of the RFP.

On January 21, 2014, Highland Wireless Communications submitted an objection letter to the Purchasing Division where Highland Wireless Communications objected to the results of the Initial Evaluation Meeting. In response, the Director of Purchasing issued a letter to Highland Wireless Communications dated February 10, 2014, addressing the objections (Exhibit 3).

On February 27, 2014, a Final Evaluation Meeting was held. After evaluation and scoring, the Evaluation Committee named Control Communications, Inc. as the first-ranked firm (Exhibit 1).

The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from February 28, 2014 through March 4, 2014, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.

The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from March 5, 2014 through March 11, 2014, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
