THE LIBRARIES DIVISION RECOMMENDS THE APPROVAL OF THE ABOVE MOTION
On June 26, 2012, Item No. 66, the Board authorized the submission of a grant application to the State for a Historic Preservation Small Matching Grant Application to fund an update of the Florida Master Site File records in the amount of $50,000 (requiring a County cash match of $50,000) and authorized the County Administrator to execute a grant agreement if awarded. The County was awarded the maximum grant amount of $50,000 grant for Phase 1 of the Historic Site Survey (Project) and the agreement was fully executed by the State on December 11, 2013.
A draft consultant services agreement submitted to the State for review and approval on December 19, 2013, was not approved until February 25, 2014. On March 4, 2014, the County entered into the contract for consultant services with Environmental Services, Inc.; the solicitation was conducted through RFP No. R1163705P1. The consultant will conduct a survey report and inventory of archaeological and historic sites, structures and resources in Broward County, review existing Florida Master Site File forms, conduct field visits and update records and related forms. This project supports two County initiatives: the Emergency Management Division’s update of the Long-Term Recovery and Redevelopment Strategy and the Regional Climate Change/Sea Level Rise Initiative, led by the Natural Resources Planning and Management Division.
The proposed amendment extends the deadlines for grant funding expenditures and Project completion from June 30, 2014, to July 31, 2014. Additionally, the Final Project Progress and Expenditure Report deadline has been extended from July 31, 2014, to August 15, 2014. The Department of Historic Resources has further revised the terms of the agreement to replace references to the grant payments, and instead referring to three reporting periods. The proposed amendment does not revise the agreement value and has been reviewed and approved as to form by the County Attorney's Office.
