MOTION TO ADOPT Resolution No. 2014-245 directing the County Administrator to publish Notice of Public Hearing to be held on Tuesday, May 13, 2014, at 2:00 p.m., in Room 422 of the Governmental Center to consider adoption of a proposed Resolution approving Broward County’s FY 2014-2015 Annual Action Plan for, the title of which is as follows:

A Resolution of the Board of County Commissioners of Broward County, Florida, approving Broward County's FY 2014-2015 Annual Action Plan for October 1, 2014, to September 30, 2015, for the U.S. Department of Housing and Urban Development (HUD) Fortieth (40th) Year Grant ("programs"); approving estimated funding in various amounts from the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships (HOME) Program, and the Emergency Solutions Grants (ESG) Program; authorizing the County Administrator to transmit the Annual Action Plan to HUD, to take all necessary administrative actions for implementation of the programs, to modify the allocation amounts based on changes in the County's final grant allocation from HUD, and to execute the agreements and amendments thereto for the respective programs; and providing for severability and an effective date.

The U.S. Department of Housing and Urban Development (HUD) regulations require a Community Development Block Grant applicant to conduct a public hearing to obtain input from concerned citizens regarding proposed programs and activities.

Summary Explanation/ Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY DEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Resolution directs the County Administrator to advertise the annual public hearing scheduled for Tuesday, May 13, 2014, where input will be solicited from all concerned citizens and governmental agencies of Broward County, at which time the Board will consider approval of the FY 2014-2015 Annual Action Plan. The Annual Action Plan includes proposed activities and funding allocations for the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships (HOME) Program and the Emergency Solutions Grants (ESG) Program for the period of October 1, 2014 to September 30, 2015. On May 6, 2014, the Draft Annual Action Plan will be available to the public at the Housing Finance and Community Development Division (HF&CDD), 110 NE 3rd Street, Suite 300, Fort Lauderdale, FL 33301 and will be placed on the HF&CDD website. The document will be distributed to the Board of County Commissioners with the agenda report packages for the May 13, 2014 Public Hearing.

The information to be considered at this public hearing will include goals, objectives, priorities, and funding allocations included in the proposed Annual Action Plan.

Citizens’ comments and participation are encouraged by the adopted Citizen Participation Plan approved by the Board of County Commissioners on May 25, 2010 and amended on May 22, 2013.
