THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION/REAL PROPERTY SECTION AND THE OFFICE OF THE MEDICAL EXAMINER AND TRAUMA SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board of County Commissioners’ Vision of a Social Safety Net - an Accessible Collaborative Approach to Health and Human Services with its goals to "support a service delivery system that promotes self-sufficiency and well-being and coordinate and maintain quality accessible health and human services in collaboration with public and private partners." The use of this property will facilitate the quality of health for the public by presence of the University of Miami's Tissue Bank on-site, expediting the time-sensitive aspect of tissue recovery for public health purposes.
The Broward County Office of Medical Examiner and Trauma Services (OMETS) is currently located at 5301 SW 31 Avenue in the City of Dania Beach, a County-owned facility. OMETS works very closely with staff from the University of Miami's Tissue Bank (UMTB) and has requested UMTB staff be provided space at the OMETS facility in order to expedite their daily operation thus streamlining tissue and bone recovery at the facility.
Motion A. Pursuant to Florida Statutes, Section 125.38, whenever a nonprofit desires to use real property, the Board of County Commissioners must adopt a Resolution determining that the nonprofit is organized for the purposes of promoting community interest and welfare; determining that the certain property being licensed to the nonprofit is not needed for County purposes; and determining that the certain property being licensed to the nonprofit is required by the nonprofit for a project that promotes public or community interest and welfare.
Motion B. The UMTB desires to license certain portions totaling 515 square feet of the Office of the Medical Examiner and Trauma Services facility located at 5301 SW 31 Avenue in the City of Dania Beach for use by the UMTB. The on-site presence of the UMTB staff will expedite and streamline daily operations.
The proposed Revocable License Agreement (RLA) will allow UMTB staff to be on site at the OMETS facility. OMETS has available space to accommodate UMTB to operate its Tissue Bank services. The licensed premises are comprised of an office, storage area and a large clinical room for UMTB procedures and operation. The presence of the UMTB will expedite the excision of tissue and bone thus facilitating the harvesting and availability of tissue and bone allographs for human health and rehabilitation purposes.
The subject RLA has an initial term of five years plus two two-year renewal terms. Under the terms of the RLA, the UMTB agrees to pay the County a flat rate of $325 per month, or $7.57 per square foot, as compensation for use of space within the OMETS facility totaling 515 square feet. Comparables for like space averages at $7.50 per square foot. The RLA includes a provision for termination by either party, with or without cause, at any time during the term upon not less than 60 days notice.
