A. MOTION TO ADOPT budget Resolution No. 2014-212 transferring within the Transit Capital Grant Fund (3450), the total amount of $3,047,084 for the purpose of reallocating  Federal Transit Administration (FTA) Formula grant funds provided in FY 2010 (Unit 8549) to fund Capital Maintenance, Maintenance Shop Equipment, Security Fencing, Software Support, Replacement Vehicles, and Bus Communication Services.

B. MOTION TO ADOPT  budget Resolution No. 2014-213  transferring within the Transit Capital Grant Fund (9705), FY 2012 Formula, the total amount $6,443,238 for the purpose of reallocating Federal Transit Administration Formula grant funds provided to fund Capital Maintenance, Preventative Maintenance, Security Cameras, Paratransit Software and Hardware, Bus Stop Upgrades, Computer Hardware and Software, Digital Signage Hardware, Bus Procurement Travel and Training, Replacement Vehicles, and Community Buses.

C. MOTION TO ADOPT budget Resolution No. 2014-214 transferring within the Transit Capital Grant Fund (9706), FY 2013 Formula, the total amount $12,671,825 for the purpose of reallocating Federal Transit Administration Formula grant funds to fund Paratransit Bus Purchases, Information Technology, and Contracted Services under the Capital Preventative Maintenance Program.

Summary Explanation/ Background
THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION AND THE OFFICE OF MANAGEMENT AND BUDGET RECOMMEND APPROVAL OF THE ABOVE MOTION.
 
Broward County Transit Division (BCT) receives annual formula grants from the Federal Transit Administration (FTA) for transit capital assistance which ranges between approximately $22 and $25 million per year.   Projects previously budgeted under these grants are now being funded from either future formula grants or other sources.  For formal compliance with the County processes, staff is requesting approval to amend the budgets within the Transit Capital Grant Funds 3450, 9705 and 9706 to reprogram funding to purchase Paratransit Vehicles, buses, community buses, security cameras, bus stop upgrades, preventative maintenance items, capital maintenance items, maintenance shop equipment, fencing for Copans Transit Facility, non-bus replacement vehicles, Paratransit hardware and software, digital signage, software support, computer hardware, IT contracted services for capital and preventative maintenance, project management and bus communications service.

These budget transfers will allow staff to expedite the use of older FTA grants for active projects, a grant management policy that the FTA has supported and encouraged.  Upon approval, a budget transfer request will be submitted to the FTA through its internet-based electronic grant management system (TEAM).

None for this action.  This action transfers (reprograms) budgeted funds totaling $22,162,147 within the FTA Transit Capital Grant Funds for FY2010, FY2012, and FY2013.

Funds from FY2010 Formula Grant, 3450-035-8549, in the amount of $3,047,084 will be transferred to fund Capital Maintenance, Maintenance Shop Equipment, Security Fencing, Software Support, Replacement Vehicles, and Bus Communication Services.

Funds from FY2012 Formula Grant, 9705, in the amount of $6,443,238 will be transferred to fund Capital Maintenance, Preventative Maintenance, Security Cameras, Paratransit Software and Hardware, Bus Stop Upgrades, Computer Hardware and Software, Digital Signage Hardware, Bus Procurement Travel and Training, Replacement Vehicles, and Community Buses.

Funds from FY2013 Formula Grant, 9706, in the amount of $12,671,825 will be transferred to fund Paratransit Vehicle Purchases, Bus Purchases and Information Technology Contracted Services under the Capital Preventative Maintenance Program.
