MOTION TO AWARD open-end contract to low responsive, responsible bidder, MCJ Professional Cleaning Services, Corp., a certified Small Business Enterprise, for Janitorial Services at BCAD Administrative Offices and Various Buildings, Bid No. R1188813B1, Groups 1 and 2, for the Aviation Department, in the annual estimated amount of $227,607 plus optional items in the annual estimated amount of $30,500 less a voluntary price reduction by the vendor of $10,000 per year for a potential annual amount of $248,107; and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $744,320. The initial contract period begins one month following the Board's approval and terminates one year from that date.

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 in a multi-year period and Section 21.30.f.2(c), the County may accept a voluntary price reduction from the otherwise low bidder if such reduction is not conditioned on any modification or deletion of a bid requirement.

Summary Explanation/ Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT/MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION. 

The Office of Economic and Small Business Development (OESBD) designated this project as a reserved project for certified Small Business Enterprises (SBE).  The OESBD has reviewed the bid and determined that MCJ Professional Cleaning Services, Corp. (MCJ) meets the eligibility criteria of the SBE Reserve Program (Exhibit 2).
 
The purpose of this solicitation is to furnish all supplies, equipment and labor to provide janitorial services at BCAD administrative offices and various other Aviation Department buildings.  This contract is one of a series of unbundled janitorial services contracts for the Aviation Department.  For this contract, the work was divided into two groups (including optional services on an as needed basis)  to enable a multiple- award if deemed appropriate.  The initial contract period shall start on the first day of the month following the Board approval and shall terminate one-year from that date. 

The optional items in this contract cover additional supplies, equipment and labor for special events, stripping, sealing and restoring floors and emergency services.  Any work performed under optional services must be approved in advance by the Contract Administrator. 

The initial base bid for Groups 1 and 2 including optional services submitted by MCJ was $774,320, as the three-year estimated potential contract cost.  MCJ further offered a voluntary price reduction of $10,000 per year, lowering the estimated potential contract cost over three years by $30,000 to $744,320.  The Broward County Procurement Code, Section 21.30.f.2(c) allows for a voluntary price reduction of the price bid by the otherwise low bidder if the reduction does not result in the modification or deletion of any condition of the bid.

The Maintenance Division concurs with this award recommendation (Exhibit 3).  No prior vendor performance evaluations have been performed for this firm.

The Director of Purchasing has determined Admire Cleaning Service Corp., All N Professional Services, Inc., Chi-Ada Corporation, Cleaning Resources Corp., Global Pros Cleaning Service, LLC, United Services, Inc. and 3H Service System to be non-responsive based upon these bidders being non-compliant with the Sheltered Market Program requirement of the bid document.

In accordance with the Living Wage Ordinance, No. 2008-45, as amended, Section 26-101 (f), these services are subject to the Living Wage.  MCJ has committed to meet the requirements of the Living Wage Ordinance for the duration of this contract.

The amounts referenced in this agenda item have been rounded to the nearest whole dollar. Vendor payments will be based on the actual amounts bid.
 
The bid was advertised on December 13, 2013 and opened on January 8, 2014.  Ten responses were received, with three apparent low bidders rejected because these firms were not certified Broward County SBE firms (Exhibit 1).

Each requirement processed against these open-end contracts in the annual estimated potential amount of $248,107 and three-year potential estimated amount of $744,320 will be funded by the appropriate funding sources at the time of release.
