Requested Action
MOTION TO AWARD fixed contract to low bidder, Brown & Brown Electric, Inc., a certified County Business Enterprise (CBE), for Broward County Governmental Center East Fire Alarm Modernization (CBE Reserve), Bid No. F1166413C1, for the Facilities Management Division, in the estimated amount of $449,345, plus allowances for permits in the potential not-to-exceed amount of $8,000 for a total estimated amount of $457,345, to be substantially completed in 150 calendar days from the Project Initiation Date in the Second Notice to Proceed, contingent upon the receipt and approval of insurance/performance and payment guaranty, and authorize the Mayor and Clerk to execute the same. (Commission District 7)

Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000.

Summary Explanation/ Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) established this project as a reserve opportunity for County Business Enterprises (CBE) firms. Brown & Brown Electric, Inc. is a certified CBE firm, which has been reviewed and approved by the OESBD (Exhibit 2).

The purpose of this contract is to provide all labor, materials, equipment, services and incidentals for the replacement of the existing fire alarm system in the Governmental Center East Building.  This project is beneficial to the County as it replaces out-of-date equipment with modern up-to-date life safety systems which are more efficient to operate and maintain.
 
This procurement carries a 100% performance and payment guaranty. The Purchasing Division has confirmed with the surety company that Brown & Brown Electric, Inc. has the capacity to obtain the required guaranty.

The allowance incorporated in this contract, in the total amount of $8,000 is for permits. Expenditures under this allowance must be approved by the Contract Administrator and will be reimbursed at the contractor’s actual incurred cost, without mark-up (Exhibit 1: Line 3).

There was no protest or appeal filed regarding this procurement.

The Facilities Management Division has reviewed the bid submitted by Brown & Brown Electric, Inc. and concurs with the recommendation for award (Exhibit 3). There are no vendor performance evaluations available in Contract Central for Brown & Browne Electric, Inc. The prices are deemed fair and reasonable in comparison to the estimate and previous usage on similar contract items.

The bid posted on December 2, 2013 and opened on January 29, 2014; two bids were received with no declinations (Exhibit 1).

Fiscal Impact/Cost Summary:
The source of funding for this project in the amount of $457,345 is the Fire Alarm Upgrade Fund No. 3010-125-9028-6210.
