Summary Explanation/ Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL LICENSING AND BUILDING PERMITTING DIVISION RECOMMEND APPROVAL.

On August 6, 1996, Broward County and Florida Power & Light Company entered into an agreement detailing conditions under which the South Dade/Everglades Mitigation Bank (Bank) could be utilized as mitigation for wetland impacts within Broward County (Exhibit 1). The Broward County Highway Construction and Engineering Division desires to utilize the Bank for mitigation required to offset herbaceous wetland impacts associated with a lead remediation project at the Markham Park target range.

The Environmental Resource License application has been received and evaluated by Environmental Licensing and Building Permitting Division staff, who determined that 4.22 acres of wetland impacts could be mitigated through the purchase of 1.49 credits of herbaceous wetland mitigation at the Bank. The required mitigation bank credits were purchased on November 25, 2013 (Exhibit 2).

Fiscal Impact/Cost Summary:
$126,650 was spent from Parks Division fund #3010 025 9578 6305 to purchase these credits; as approved in November 2013.
