THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board's Vision of an "Efficient and Accessible Regional Intermodal Transportation Network" and its Goal No. 2 to "enhance our efficient, safe, clean, attractive, and interconnected multimodal transportation systems."
The Office of Economic and Small Business Development (OESBD) established a Disadvantaged Business Enterprise (DBE) goal of 15% for this contract (Exhibit 2). Vendors solicited by Request for Quotation (RFQ) from the Qualified Vendors List (QVL) will be required to comply with the DBE participation requirements for each individual solicitation. OESBD will review all submittals to each RFQ solicited from the QVL, and make a determination of compliance with the DBE requirements of the solicitation.
The purpose of this solicitation is to establish a QVL to obtain the services of qualified contractors to construct or improve transit stops and shelter facilities, or install new shelters and transit amenities at bus stop sites throughout Broward County. The QVL provides the County with a mechanism to solicit individual competitive quotes from the list of pre-qualified vendors to perform construction services for transit infrastructure and stops and shelter improvements in an expeditious manner.
The solicitation document authorizes the Director of Purchasing to add newly qualified vendors to the QVL on a rolling basis during the two-year period and to remove any vendor from the QVL who fails to comply with the terms and conditions of the contract.
In accordance with the Broward County Procurement Code, Section 21.42.d, the County Attorney's Office has reviewed the solicitation and has approved the legal requirements of the QVL.
Six vendors responded to Solicitation No. V1206404B1. Two vendors are being recommended for inclusion on the QVL as those firms have submitted all required documentation and have been determined to be responsive by the Purchasing Division (Exhibit 1).
The Transit Division has reviewed the documentation submitted by AAP Construction Group Corporation and concurs with the recommendation. No performance evaluations have been completed for AAP Construction Group Corporation. The Transit Division has reviewed the documentation submitted by SRJ Construction Corporation and concurs with the recommendation. Three vendor performance evaluations have been completed for SRJ Construction Corporation; they have an overall rating of 4.15 out of a possible rating of 5.0. Copies of the vendor’s performance evaluations are available upon request (Exhibit 3).
The solicitation posted on January 28, 2014, and submissions will be accepted until December 31, 2014; six responses have been received to date with no declinations (Exhibit 1). |
