MOTION TO ADOPT Resolution No. 2014-211 accepting a Traffic Control Devices Easement Agreement amongst World Conex, LLC, a limited liability company, Broward County, and the City of Coral Springs in favor of the County over property located at the southwest corner of Wiles Road and North University Drive in the City of Coral Springs; at a nominal cost of $10 to the County; and authorize the Mayor and Clerk to execute the Traffic Control Devices Easement Agreement and recordation of same. (Commission District 3)

Why Action is Necessary
Board of County Commissioners’ approval is required to adopt a Resolution accepting an interest in real property pursuant to Broward County Administrative Code, Section 6.23.

Provides Broward County with a traffic control devices easement at the southwest corner of Wiles Road and North University Drive in the City of Coral Springs for installation, maintenance, repair and replacement of a mast arm and control cabinet.

Summary Explanation/ Background
PUBLIC WORKS DEPARTMENT/FACILITIES MANAGEMENT DIVISION//REAL PROPERTY SECTION AND HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL
 
This item supports the Board of County Commissioners' adopted Strategic Plan Visions and Goals for 2012-2016: "Efficient and accessible regional intermodal transportation network." Goal: "Enhance our efficient, safe, clean, attractive, and interconnected multimodal transportation systems."

Broward County Highway Construction and Engineering Division is replacing span wire traffic control light systems throughout Broward County with mast arm traffic control systems and has identified the intersection of Wiles Road and North University Drive in Coral Springs as one location for such replacement.  The upgrade to a mast arm system will enhance the system's strength to withstand hurricane force winds. 
 
World Conex, LLC owns the property located on the southwest corner of the intersection and identified by Folio Number 4841-16-01-0691.  It has agreed to provide the County with an easement which would allow the County to construct, maintain, repair, install, and rebuild necessary traffic control devices over a portion of the property. The City of Coral Springs has a utility easement as recorded in Official Records Book 18249, Page 252 of the Public Records of Broward County located over and through a portion of the same area that is needed by the County for its easement. On February 5, 2014, the City of Coral Springs adopted Resolution No. 2014-001 approving the co-location of the traffic control devices easement within the City's utility easement. The City and County agree not to interfere with each other's underground utilities or traffic control devices.
