THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.
This procurement was solicited to engage the services of a qualified firm to provide a wide range of master banking services, including: controlled disbursements, account reconcilement, depository services, electronic balance reporting, Wholesale/Wholetail lockbox, Fedwire/ACH originations, ACH Block/Filter, Electronic Data Interchange, Payee Match Positive Pay and Investment Safekeeping. The County intends to negotiate an agreement with a single financial institution to establish a primary banking relationship to provide these services.
On November 5, 2013 (Item No. 34), the Board approved the Request for Proposals (RFP) No. R1170501P1, for Master Banking Services. Three firms submitted proposals in response to the RFP.
On March 10, 2014, an Initial Evaluation Meeting was held. The Evaluation Committee determined that two firms were both responsive and responsible to the requirements of the RFP.
On March 24, 2014, a Final Evaluation Meeting was held. After presentations, evaluation and scoring, the Evaluation Committee named Wells Fargo Bank N.A. as the first-ranked firm (Exhibit 1).
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from March 25, 2014 through March 27, 2014, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from March 28, 2014 through April 3, 2014, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.
