THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board's value of "Cooperatively delivering an efficient and accessible regional intermodal transportation network" and the corresponding goal to "support the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, businesses and the community."
This procurement was solicited to engage the services of a qualified advertising firm to provide revenue generating advertising services for Broward County Transit (BCT) buses and other designated areas in a manner acceptable to Broward County.
On September 15, 2016 (Item No. 74), the Board rejected the final ranking of qualified firms for Request for Proposals (RFP) No. V1394409P1, Transit Adverting Program, and directed staff to re-solicit the RFP. The Board also approved the Fourth Amendment to the Agreement No. V0630001R1, Transit Advertising Program to extend on a month-to-month basis through April 30, 2017.
On October 11, 2016, the replacement solicitation RFP No. V2112712P1 was advertised. Proposals were due on October 28, 2016, which resulted in the receipt of two responses, Direct Media, Inc. and Lamar Transit, LLC.
On December 20, 2016, an Initial Evaluation Meeting was held and the Evaluation Committee determined that both firms were responsive and responsible to the requirements of the RFP and would proceed to final evaluation.
On January 27, 2017, a Final Evaluation Committee meeting was held. After presentations, evaluation, scoring and ranking, the Evaluation Committee named Direct Media, Inc. as the first ranked firm (Exhibit 1).
The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from January 30, 2017 through February 1, 2017, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. There was no additional information submitted within this timeframe.
The Evaluation Committee's final recommendation of ranking will be posted on the Purchasing Division website from February 2, 2017 through February 8, 2017, which provides an opportunity for any aggrieved proposer to file a formal protest. The formal protest period ends after the Board has already taken action for this procurement. In the event that the County receives a protest, the Board will be notified of such action. In any event, negotiations will not commence with the number one ranked firm until such time that the protest period ends.
Negotiations will tentatively take place the week of February 20, 2017.
