Requested Action
MOTION TO INCREASE THRESHOLD of current open-end contract for the purchase of general purpose vehicles, Bid No. V1300203G2, for the Fleet Services Division, in the amount of $1,500,000, from previous not-to-exceed total of $2,500,000, to  not-to-exceed total amount of $4,000,000.

VOTE:  8-0.  Vice Mayor Furr was not present.
Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 for a multi-year period.
What Action Accomplishes
Increases the not-to-exceed amount of the open-end contract for the purchase of new vehicles for the Fleet Services Division and other County Agencies by $1.5 million.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT/FLEET SERVICES DIVISION AND THE PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION

On April 22, 2014, Item 35, the Board approved a multiple award contract to the awarded vendors on the State of Florida Contract No. 071-000-14-1 2014 Model Motor Vehicles for the purchase of new vehicles and Original Equipment Manufacturer (OEM) options in the not-to-exceed amount of $2.5 million. The Board also authorized the Director of Purchasing to approve contracts for new vehicles and OEM options based on competitively bid State of Florida contracts as may be awarded for two years commencing on the date of award of the State of Florida Contract. The State of Florida contract for motor vehicles is bid each year. 

The new State of Florida Contract No. 25100000-16-1, was competitively solicited through Invitation to Bid No. 01-25100000-C, and expires on November 16, 2017. It is offering an average approximate discount of 11.4% off the list price (MSRP), and additional discounts are available for large quantity and identical motor vehicle orders. The base pricing and OEM Option minimum discounts offered by the awarded contractors are fixed for the term of the contract.

Due to higher than anticipated vehicular purchases by various agencies, combined with the decision to discontinue the vehicle leasing program, a $1.5 million increase in the not-to-exceed amount of the contract (from $2.5 million to $4 million) is necessary.   

The contract provides a portion of the required replacement vehicles for the County’s existing fleet, based on the replacement criteria of ten years of age or 100,000 miles.

Fiscal Impact/Cost Summary:

Increases the contract not-to-exceed threshold amount by $1.5 million.  Each requirement processed against this open-end contract, Broward County Master Agreement No. V1300203G2, will be funded by the appropriate source at the time of release.
