MOTION TO APPROVE final ranking of the qualified firms for Request for Proposals (RFP) No. R1422515P1, Public Safety Radio APCO Project 25 700MHz Communication System; the ranked firms are: 1 - Motorola Solutions, Inc.; 2 - Harris Corporation, and authorize staff to proceed with negotiations. (Deferred from January 24, 2017 - Item No. 35)

ACTION:  (T-10:42 AM)  Approved.  The Board requested that end-users be involved in future procurement.  (Refer to minutes for full discussion.)  (See Yellow-Sheeted Additional Material, dated February 7, 2017, submitted at the request of the Purchasing Division, County Administration, The Office of the County Attorney, and Finance and Administrative Services Department.)

VOTE:  6-2.  Commissioners Bogen and Udine voted no.  Vice Mayor Furr was not present.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.

This procurement was solicited to engage the services of a qualified firm to propose, design, construct, implement and maintain a new Project 25 (P25) radio system. The proposed 700 MHz communication system will provide an Association of Public-Safety Communications Officials International (APCO) P25 interoperable radio communication system to support mission-critical communications within the County.

On February 9, 2016 (Item No. 42), the Board approved Request for Qualifications (RFQ) No. R1422515R1, Broward County Project 25 Radio System, Step One of a Two-Step RFQ/RFP Procurement.

On April 26, 2016, an Evaluation Committee Meeting was held. The Evaluation Committee reviewed and evaluated the qualifications of two firms and shortlisted both firms as qualified to proceed to Step Two of the procurement.

On May 6, 2016, the Evaluation Committee was reconvened for further discussions regarding proposer demonstration requirements during the subsequent Step Two Request for Proposals.

On May 10, 2016 (Item No. 36), the Board approved Step Two Request for Proposals (RFP) No. R1422515P1, Public Safety Radio APCO Project 25 700MHz Communication System. The RFP was advertised and opened on August 17, 2016. The two pre-qualified vendors, Harris Corporation and Motorola Solutions, Inc. responded to the RFP.

On September 30, 2016, an Initial Evaluation Committee Meeting for Step Two was held. The Evaluation Committee determined that both firms were responsive and responsible to the RFP requirements and would proceed to demonstrations.

On October 17, 19-20 and November 9-10, 2016, demonstration meetings were held. County staff, the County's consultant, and the Technical Review Team observed each firm's demonstration. The Demonstration Fact Finding Report and Demonstration Matrix were provided to the Evaluation Committee.

On November 21, 2016, an Evaluation Committee Meeting was held to discuss the results of the demonstrations. The Technical Review Team participated in the discussion.

On November 30, 2016, a Final Evaluation Committee Meeting was held. After presentations, evaluation and scoring, the Evaluation Committee named Motorola Solutions, Inc. as the first ranked firm (Exhibit 1).

The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from December 1, 2016 through December 5, 2016, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.

The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website on December 6, 2016 through December 12, 2016, which provided an opportunity for any aggrieved proposer to file a formal protest. On December 8, 2016, Harris Corporation filed a timely protest of the ranking determination (Exhibit 4). On January 5, 2017, the Protest Response by the Director of Purchasing was issued to the protester (Exhibit 4). The deadline for appeal of the protest response was Tuesday, January 17, 2017. Harris Corporation did not file an appeal.

At the January 24, 2017 meeting several Board members presented questions to staff to be addressed when the item is scheduled to be presented for consideration.  Response to the questions will be provided under separate cover.
