THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
Motion A of this item seeks approval of classification actions necessary to create a Department structure aligned with current business needs by implementing organizational changes to re-establish building code services as a separate Building Code Services Division within the Environmental Protection and Growth Management Department (EPGMD). Building code functions were previously merged with environmental licensing and consumer protection tasks into the Environmental Licensing and Building Permitting Division in response to declines in construction activity. However, the emergence of FLL as the fourth fastest growing airport in the country necessitates organizational enhancements to accommodate construction demand. In addition, Broward County has also increased building code services to municipalities on a cost-recovery basis and currently has agreements with 23 municipalities and is anticipated to perform building inspection services for County facilities as well. Complementary to the reorganization establishing a new Building Code Services Division, the current Environmental Licensing and Building Permitting Division and current Pollution Prevention Division will be reorganized into a new Environmental Engineering and Permitting Division and a new Environmental and Consumer Protection Division, with appropriate adjustments to functions and responsibilities.
To accomplish the proposed reorganization, this item includes the creation of new job classifications, title changes and Board-level reclassifications (for positions at the Assistant Director level and above). These actions do not add new positions to the personnel cap, even though some of the anticipated future functions will not be realized immediately, they can be accommodated within the Fiscal Year 2017 adopted Department budget at this time.
A separate companion public hearing agenda item to amend the Administrative Code to reflect the reorganization of Divisions with the EPGMD will also be considered as part of the February 7, 2017, Board agenda. The public hearing to consider revisions to the Administrative Code was set by the Board at their meeting on January 24, 2017.
Motion B authorizes the County Administrator to take the necessary administrative and budgetary actions to implement the organizational changes in Motion A.
