MOTION TO DISCUSS study to determine the feasibility of constructing a radio tower site on the Circ Residence/Hotel in support of the County’s implementation of the P25 radio system.

ACTION:  (T-12:15 PM)  The Board discussed the construction and location of a radio tower site.  (Refer to minutes for full discussion.)

ACTION:  (T-2:14 PM)  Following discussion, the Board voted to move forward with a 60-day Feasibility Study on the Circ Hotel.  (Refer to minutes for full discussion.)

VOTE:  4-5.   The motion failed.  Commissioners Geller, Holness, Rich, Sharief and Udine voted no. 

ACTION:  (T-2:14 PM)  Following further discussion, the Board voted to move forward with a 60-day Feasibility Study on the Circ Hotel requiring expedited contingent lease terms and design with the City of Hollywood and the landlord of the Circ Hotel by the next County Commission Meeting, in addition to looking for alternatives.  (Refer to minutes for full discussion.)

VOTE: 6-3.  Commissioners Rich, Sharief and Udine voted no.

Summary Explanation/Background
Since 2016, County staff has been discussing and evaluating locations to meet the needs for two radio tower sites in the City of Hollywood. Based upon extensive coverage analysis and in coordination with vendors, consultants, and other industry professionals, specific locations were identified for the two communication towers to be sited and built to support the regional radio system upgrade. One of the sites is going through the permitting process, the remaining site, West lake Park, has been placed on hold.

At its January 8, 2019 meeting, the Board of County Commissioners directed staff to perform an engineering study on the Circ Residence/Hotel and to report back at the next Commission meeting as to timeline and financial impact of the study. Accordingly, County staff engaged Motorola Solutions, Inc. (public safety implementation radio vendor) and Mission Critical Partners (radio consultant) to provide the actionable steps needed to determine whether the Circ Residences/Hotel is a suitable location for a P25 communication tower and its associated public safety radio equipment; a timeline to complete the feasibility plan/report; and the costs associated with the study.

The overall timeframe to complete the feasibility study will be approximately six months at a total cost of $131,025. This timeline includes the structural review for the equipment (boiler) room, federal authorizations (FAA and FCC), Radio Frequency design, and completed electrical and mechanical design of the rooftop site. Final buildout and construction plans, schedules, and pricing shall be provided upon completion of the feasibility study.

Additionally, the standard Lease (draft) was submitted to representatives of the Circ Residence/Hotel for their consideration. The parties met to begin discussions on the terms in the lease and, understandably, representatives from the Circ Hotel delayed agreeing to any of the lease terms until the final designs are completed, reviewed and ultimately meet with their approval.
