On March 9, 2019, the Disco Duck Fest will take place at Esplanade Park in Fort Lauderdale. The event, which consists of an afternoon of games and activities, including a 35,000 rubber duck race down the New River, is aimed at raising funds for Kids in Distress, a nationally accredited, community-supported agency dedicated to the prevention of child abuse and the preservation of the family.
Under the County’s Advantage Marketing Program, Broward County may advertise opportunities for charitable fundraising activities to its employees without seeking Board approval. However, Section 1-19(c)(5) of the Code of Ethics for Elected Officials provides that an elected official may not use County resources or staff to solicit charitable contributions absent approval by the Board of County Commissioners. Therefore, because District 1 seeks to use County staff to promote the Disco Duck Fest and encourage participation from employees and members of the community, this item is presented for the Board’s consideration in an abundance of caution.
