County approval is required for the use of County staff and resources in the solicitation of charitable contributions.

On March 23, 2019, the 2019 Florida AIDS Walk & Music Festival (“AIDS Walk & Music Festival”) will take place in Fort Lauderdale’s South Beach Park. District 8 wishes to promote the AIDS Walk & Music Festival on BC-Net and use District 8 staff to post the event on social media outlets in order to encourage all County employees and members of the community to participate in the event and raise funds for the World AIDS Museum.

Under the County’s Advantage Marketing Program, Broward County may advertise opportunities for volunteer participation to its employees without seeking Board approval. However, Section 1-19(c)(5) of the Code of Ethics for Elected Officials provides that an elected official may not use County resources or staff to solicit charitable contributions absent approval by the Board of County Commissioners. Therefore, because District 8 seeks to use County staff to promote the AIDS Walk & Music Festival and encourage participation from employees and members of the community, this item is presented for the Board’s consideration in an abundance of caution.
