Summary Explanation/Background
REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS AND THE EMERGENCY MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

On September 10, 2017, a Major Disaster Presidential Declaration designated FEMA-4337-DR-FL for the State of Florida as a result of Hurricane Irma. The Declaration, as amended, authorizes Public Assistance funding for eligible disaster relief activities in certain declared counties in the State of Florida, including Broward County.

Federal Emergency Management Agency (FEMA), the grantor, will fund 75% of an estimated $21.1 million in qualifying unanticipated expenditures associated with costs incurred as a direct result of Hurricane Irma. FEMA funding will be calculated on actual expenditures incurred by Broward County. Eligible expenditures will be reimbursed by the State of Florida, Division of Emergency Management, grantee, on a reimbursement basis. Typically, the State of Florida will contribute 12.5% of the remaining qualifying actual expenditures, leaving the County responsible for absorbing the final 12.5%.

The budget of the Public Assistance Agreement is initially determined by the amount of any Project Worksheet(s) (PW) that the Federal Emergency Management Administration (FEMA) has obligated for a Sub-Recipient at the time of execution. The first agreement, attached as Exhibit 1, is for $19,589; however, subsequent PWs or revisions will increase or decrease the budget of this agreement. Each Project will be monitored, completed and reimbursed independently of the other Projects which are made part of the Agreement.

The attached Public Assistance Agreement was reviewed as to legal sufficiency by the County Attorney’s Office; this is a federal funding form agreement and not subject to negotiation.
