MOTION TO APPROVE Request for Proposals (RFP) No. GEN2116476P1 Advertising Agency Services for the Broward County Greater Fort Lauderdale Convention & Visitors Bureau.

(Per the Tuesday Morning Memorandum, a modification to the language on Page 23 of the Convention and Visitors Bureau Advertising Contract, RFP #GEN2116476P1.  The sentence should read:  Describe prime vendor's experience..."If vendor is submitting a Joint  Venture, then Joint  Venture's experience shall include the experience of Joint Venture and each joint Venture partner."

Why Action is Necessary
In accordance with the Broward County Procurement Code, 21.32, Competitive Sealed Proposals, Board approval is required prior to advertisement for competitive sealed proposals that has an anticipated total value of more than $500,000.

Approves a Request for Proposals solicitation to engage the services of an advertising agency to provide creative brand development and production services, media planning and buying, and design strategic marketing campaigns.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE BROWARD COUNTY GREATER FORT LAUDERDALE CONVENTION & VISITORS BUREAU RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise participation goal of 6% (excluding direct media buys) for this project (Exhibit 2).

The purpose of this solicitation is to engage a qualified advertising agency, to provide creative brand development and production services, media planning and buying, and design strategic marketing campaigns for the Broward County Greater Fort Lauderdale Convention & Visitors Bureau (GFLCVB), as well as project-specific advertising services for Port Everglades, Fort Lauderdale-Hollywood International Airport, and Parks and Recreation Division. These services are currently provided by Starmark International, Inc., which has been under contract with Broward County for the past 15+ years.

The Request for Proposals (RFP) procurement method was selected for this project to best serve the County with multiple evaluation criteria emphasizing the vendor’s qualifications. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized expertise. Proposers are required to determine the best method to accomplish the specialized services, with price being weighed against other factors as outlined in the RFP (Exhibit 1).

Fiscal Impact
Fiscal Impact/Cost Summary:
The estimated annual project amount across all County agencies utilizing this agreement is between $8 million and $10 million annually  and will be funded by the appropriate source at the time of release. The GFLCVB's utilization share of the agreement is projected to be between $6 million and $8 million annually, inclusive of media buys.
