Requested Action
A. MOTION TO AUTHORIZE County Administrator to enter into agreements with two firms for full service federal legislative and executive lobbying services and with one firm for specific service pursuant to direction from the Board. The terms of such agreements shall begin February 1, 2019 and end December 31, 2019 with an option to extend for two successive one-year terms beginning January 1, 2020.

VOTE:  9-0.  Dr. Sharief telephonically voted in the affirmative.



B. MOTION TO AUTHORIZE County Administrator to negotiate and enter into agreement(s) for specific and particular issues that may arise for special federal legislative and executive branch representation services. Future Board action will be required for any such agreements.

Why Action is Necessary
The Board must allow the County Administrator to execute, consistent with direction from the Board, all necessary agreements for federal legislative and executive branch lobbying services.
What Action Accomplishes
Allows the County Administrator to execute agreements for federal legislative and executive lobbying services pursuant to direction from the Board.
Is this Action Goal Related
Previous Action Taken
On September 25, 2018, the Board authorized extension of agreements for lobbying services month-to-month pending the results of the midterm elections.
Summary Explanation/Background
The previous and proposed federal lobby team is reflected in Exhibit 1. Three firms are recommended for retention. Two firms shall be compensated for full scope of services on behalf of the County with assignments related to legislative committees and executive agencies. One firm will specialize in a limited scope of practice relating to federal advocacy on the Broward County Transportation Surtax.

If the County Administrator finds it prudent to engage with another firm for a specific issue, staff will have the authority to negotiate terms for a limited engagement for a specific issue. Any such arrangement must be approved by the Board before delivery of services.
