The Office of Economic and Small Business Development (OESBD) did not reserve this project for Small Business Enterprises under the Sheltered Market Program, or assign County Business Enterprise participation goals to this solicitation based on the review of products and services requested (Exhibit 2).
Water and Wastewater Services and the Highway and Bridge Maintenance Division seek to piggyback off Sourcewell (NJPA) Contract No. 122017-GRD, Public Utility & Sewer Equipment, to procure six vacuum trucks from Great Southern Equipment, DBA GS Equipment, Inc. This request would consist of procuring six Vacall model AJV1215 vacuum bodies, to be mounted onto six Freightliner model 114SD/SFA chassis. Great Southern Equipment, d/b/a GS Equipment, Inc., is the sole source dealer of Gradall Industries, Inc./Vacall products for Broward County (Exhibit 3).
The contract was competitively solicited from National Joint Powers Alliance (NJPA), Request for Proposal No. 122017, for the procurement of Sewer Vacuum, Hydro-excavation and Street Sweeper Equipment with related accessories and supplies, which publicly opened on December 21, 2017 and resulted in multiple awards. Contract No. 122017-GRD was awarded to Gradall Industries, Inc. with an initial start date of February 20, 2018 and continuing for four years from that date with the option to renew for one additional year.
The standard list price for a Vacall model AJV1215 mounted onto a Freightliner model 114SD/SFA chassis, including training and extended warranty, is $440,548 per vehicle. When utilizing the Sourcewell (NJPA) Contract No. 122017-GRD, Public Utility & Sewer Equipment, the amount is $415,977, including training and the extended warranty, which is a 5.7% discount off MSRP provided by Great Southern Equipment d/b/a GS Equipment, Inc. By utilizing the Sourcewell (NJPA) Contract No. 122017-GRD, Public Utility & Sewer Equipment, for the procurement of all six vacuum trucks, the County will produce a total cost savings of $147,427.
