Broward County Commission Regular Meeting

MOTION TO APPROVE Work Authorization No. 09CMD in accordance with the Agreement between Broward County and CPZ Architects, Inc. for Comprehensive Professional Architectural and Engineering Consultant Services, Request for Proposal No. R1362601P1, to provide architectural and engineering services for the renovation of the West Regional Courthouse, first floor, western portion of the building, including the northwest entrance, in the amount of $240,101 and reimbursable expenses in the amount of $3,500, for a total amount of $243,601, for a time of performance of 776 days; and authorize the Mayor and Clerk to execute same. (Commission District 5)

VOTE: 9-0.    

Board of County Commissioners’ approval is required when the work authorization total exceeds $200,000.

THE PUBLIC WORKS DEPARTMENT/CONSTRUCTION MANAGEMENT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development established a cumulative County Business Enterprise (CBE) goal of 16% for the term of the Agreement. The vendor has committed to 40% CBE participation. CPZ Architects, Inc. has been paid $225,118 with $190,141 paid to CBE firms, yielding 84% participation to date.

On November 1, 2016 (Item No. 13), the Board of County Commissioners approved the Agreement between Broward County and CPZ Architects, Inc. for Comprehensive Professional Architectural and Engineering Consultant Services, Request for Proposal (RFP) No. R1362601P1, for a not-to-exceed annual amount of $1,000,000 per year for three years from the date of the executed Agreement, with two one-year renewals which may be executed under the authority of the Director of Purchasing for a total not-to-exceed five-year amount of $5,000,000.

On June 6, 2017, the Contract Administrator approved the First Amendment to the Agreement to replace Project Caine for Osborn Engineering as a Mechanical, Electrical and Plumbing subconsultant.

On August 30, 2018, the Contract Administrator, approved the Second Amendment to the Agreement to add Terracon Consultants, Inc. Exhibit A-1, Schedule of Testing Unit Cost.

The proposed Work Authorization No. 09CMD provides architectural and engineering services for the West Regional Courthouse to renovate civil, marriage, passport, imaging and domestic violence offices as well as revisions to the building’s entrance and security checkpoint area. The work includes consultant services for the Predesign, Schematic Design, Design Development, Construction Drawings, Permitting, Bidding and Construction Administration Phases of the work.

Negotiation meetings for this Work Authorization were held on September 19, 2018 and October 9, 2018 and were attended by Broward County staff and representatives from CPZ Architects, Inc. As a result of the final negotiation meeting on October 9, 2018, CPZ Architects, Inc. submitted a final proposal, dated November 30, 2018.

This Work Authorization has been reviewed and approved as to form by the Office of the County Attorney.
